Automation of the Issuance of Certificate of Origin under the e-Government Project - 20 April 2011
The Certificate of Origin process has been automated under the Government of Ghana e-Government Project through a collaborative effort by the Ghana National Chamber of Commerce and Industry (GNCCI), Ghana Revenue Authority, Customs Division, and Ghana Community Network Services Ltd. (GCNet).
Sensitization workshops have been advertised and organized for all stakeholders. The computerisation process is meant to stem the incidence of fraud in the issuance of the Certificates of Origin where fake Certificates are produced and processed. Only GNCCI authorised officials will be permitted to access the eMDA portal for the processing of the Certificate. All payments for services relating to the processing of the certificates will be made through the bank thereby securing such payments.
As part of the allied services to Exporters, the Ghana National Chamber of Commerce and Industry has instituted the following free services to reduce the challenges faced by exporters and to further reduce the time of processing:
1. CEPS/GCNet-certified officers from GNCCI will visit large and selected exporters and assist in facilitating the whole process, from inception to conclusion.
2. The Certified Officers may be responsible for collecting and processing all payments and will submit completed Certificates to those selected Exporters.
3. From historical records of transactional periods, information has been made available to the network to assist it in the execution of the transaction in a seamless and timely manner.
